There is no need to merge those files and as said before this is discouraged. It was never required. I have no idea why they did this. It is and was broken from the beginning. The jar files just need both be next to each other on classpath or the main modular project needs to depend on both modules. Important: all must be in same class loader. I have no idea why they did this back at that time.
