Users will only see if a change if they were previously using {{timeAllowed=0}} 
and assuming that it would be ignored. In that case their request should return 
almost immediately having timed out.

I didn't write the docs change, but this new behavior seems like it should be 
the assumed behavior. Seeing as it wasn't the actual behavior before, I think 
it would be good to add a sentence saying that a {{timeAllowed}} of 0 is 
respected starting in 8.4.
