* *Problem:* No controller implementation exists to reconcile CR state into
Helm releases.
* *Proposed Change:* Add Python reconciler ({{{}kopf{}}}), Dockerfile,
requirements; implement release management with first install using {{helm
install}} and updates using {{{}helm upgrade{}}}.
* *Testing:* Reconcile create/update/delete flows; verify resulting Helm
release state and pod rollout.
* *Compatibility/Risk:* Operator-specific behavior; Helm-only path unchanged.
