Development containers (devcontainers) are governed by a published spec
documented at https://containers.dev/. Having a devcontainer for Impala will
enable devs to get started working on Impala much more quickly.
This work will:
1. Develop a pre-built container image to use for Impala devcontainers.
2. Set up the necessary config files and scripts to spin up the pre-build
container image into a working devcontainer.
