Ubuntu 20.04 reached end of general support last year, so Impala precommit
testing should leave it behind as the OS platform it runs on. With IMPALA-14764
fixed (thanks [~joemcdonnell] !) even our clang-tidy tests run on Ubuntu
versions where Python 3 is the default Python version, so there should be no
more issues blocking this migration.
