The custom cluster test 'test_server_tls.py" does not assert TLS 1.3
ciphersuites on the Impalad and Admissiond kRPC ports because Python's ssl
module does not support setting TLS 1.3 ciphersuites.
Develop a way of asserting that only the configured TLS 1.3 ciphersuites are
allowed.
