Lease interval is relatively short to provide the fast election of new primary
after the loss of the old one.
But this makes them vulnerable to meta storage/placement driver lags. If the
lag happens, it affects all leases (i.e. all primary replicas) and they expire,
making the transactions to roll back.
In the same time, the new lease will be most likely granted to the same node.
We can consider the two consecutive leases on the same node (with the same node
id) as the one continuous lease.
