Looking at the interface contract, its not obvious that after enable you can't
add anymore metrics to the MetricSource - in fact it doesn't even have methods
to register new metric within itself but pretty much all of the implementations
assume that metrics are added.
Lets support this on a framework level - changes are necessary in every
implementation of MetricSource as well as within the general contract between
the MetricManager and MetricSource
