XN137 opened a new issue, #7819:
URL: https://github.com/apache/iceberg/issues/7819

as part of https://github.com/apache/iceberg/pull/7818 i had rebased my
iceberg fork through the github UI and noticed that a lot of (expensive?) GH
workflows were triggered due to the "new commit" on `master`:

while i see the value this provides for the `apache/iceberg` repo it seems
to me like wasted resources to also do this for forks, because usually the
commits that make it to the `master` branch on a fork were already thoroughly
tested by the GH workflows on `apache/iceberg`.

so my suggestion would be to also add `if: github.repository_owner ==
'apache'` to those workflows and not run them on forks - thoughts ?

in the rare case where individual devs actually maintain a development line
that is somewhat separate from `master` on `apache/iceberg` they are free to
adjust their workflows accordingly on their fork.
