Add the basic implementation of a new Iceberg catalog for GCP BigLake Metastore. BigLake Metastore (BLMS) is a serverless metastore for Dataproc and BigQuery on GCP. BLMS provides a HMS compatible API for Iceberg tables. Iceberg tables stored in BLMS are queryable in BigQuery (https://cloud.google.com/bigquery/docs/iceberg-tables).
