BTW, for locality aware assigner, does it mean that `CombinedScanTask` is better to just contain one file? do we need to decompose it to individual files? E.g., a combined task contains 3 files: f1(h1, h2, h3), f2(h4, h5, h6), f3(h7, h8, h9).
