Backports #16686 to 1.11.x. `ManifestFilterManager` updates delete tracking concurrently while filtering manifests, and retries can count duplicate deletes from unsuccessful commit attempts. This applies the upstream fix while retaining the resource-closing behavior already present on the 1.11 branch.
