Backport of #18582 to Flink 1.20 and 2.2, as requested by @mxm. The change applies unmodified apart from the version directory. It creates a missing namespace for catalogs that report one as a missing table (such as Glue), skips the namespace step for catalogs without `SupportsNamespaces`, and drops the unused exception from `TableMetadataCache.exists()`.
