URL: https://github.com/apache/iceberg/pull/18771
open-api's tests take `iceberg-core`'s test runtime classpath through
`project(':iceberg-core').sourceSets.test.runtimeClasspath`, which Gradle 9
refuses to resolve from
another project's dependency declaration. This depends on the `iceberg-api`
and `iceberg-core`
`testArtifacts` instead, as the other modules do. Both are needed: with
core's alone,
`CatalogTests.testRegisterTable` fails with `NoClassDefFoundError:
org/apache/iceberg/TestHelpers`.
Part of #14094.
Test plan: `./gradlew :iceberg-open-api:test` on JDK 21 runs the same tests
as on `main`
(RESTCompatibilityKitCatalogTests 226, 30 skipped;
RESTCompatibilityKitViewCatalogTests 102,
2 skipped), all passing.

- Prompt Summary: Prepare small Gradle 8-compatible build cleanups that
unblock a later Gradle 9 upgrade, and verify each locally.
