CodeQL requires every `github/codeql-action` step in a workflow to use the same version (`Loaded a configuration file for version 'X', but running version 'Y'`). Dependabot has been bumping `init` and `analyze` in separate PRs, so each one failed CodeQL until fixed by hand: #138, and #149/#150. This adds a `codeql-action` group (pattern `github/codeql-action*`) to the `github-actions` ecosystem so both steps are bumped in a single PR, as CodeQL's own error message recommends.
