On a cold cache the plugin classpath still downloads from Maven Central:
`buildscript` only declares `gradlePluginPortal()`, which 303-redirects
non-plugin artifacts to `repo.maven.apache.org`. Could the same gated mirror
also go ahead of `gradlePluginPortal()` in `buildscript.repositories`?
