Main-branch CI fails before compilation because ASF no longer allows `mozilla-actions/sccache-action@9e7fa8a12102821edf02ca5dbea1acd0f89a2696` (v0.0.10). This affects Test, AWS, SQL catalog, sanitizer, and C++ linter jobs, as well as the ASF allowlist check. Update the shared setup-sccache action to the approved v0.0.11 commit already used by the passing Hive job. Verified that the annotated v0.0.11 tag peels to `fc920bf0ec8de6ee65d409111f7ec508035751ba`.
