Review Comment:
I think we can abstract out the encryption portion here, the logic to read
the actual Parquet file is the same with or without encryption. The only
differences are which file we open and whether we pass decryption properties.
Could we have a small helper that takes the `InputFile`, unwraps a
`NativeEncryptionInputFile` into the encrypted file +
`FileDecryptionProperties`, and returns the `ParquetFileReader`? Then
`fileMetrics` just has a single try/open/footerMetrics path instead of two
copies of it.

Review Comment:
Could we use `EncryptionTestHelpers.createEncryptionManager()` here instead
of hand rolling `KeyMetadata` and `NativeInputFile`? Write through
`em.encrypt(localOutput(file))` and read through `em.decrypt(...)`. That drops
the extra records and constants, and it's closer to how we'd actually get a
`NativeEncryptionInputFile` from a table.

Review Comment:
Could we also add a test that a plain file still reads fine through
`fileMetrics`? That's the case that would catch a regression if we refactor the
read path.
