## Which issue does this PR close? - Closes #. N/A. Related to #3442 (merge queue checks timing out because of runner contention). ## What changes are included in this PR? Jobs on `ubuntu-latest` across the `apache` org are queuing for 50–80 minutes, while `ubuntu-24.04` jobs on the same image start within a minute or two. Sampled on 2026-10-14 across six ASF repos: | Label | Jobs | Median queue time | |---|---|---| | `ubuntu-latest` | 147 | 77 min | | `ubuntu-24.04` | 83 | 0.3 min | A snapshot of active `apache` repos showed 1,993 jobs queued for `ubuntu-latest` against 65 for `ubuntu-24.04`. This PR replaces every `ubuntu-latest` with `ubuntu-24.04`, except the nightly `set-version` job, which a separate PR moves to `ubuntu-slim`. `ubuntu-latest` currently resolves to the same Ubuntu 24.04 image, so the build environment does not change. macOS and Windows runners are not queuing and stay on `-latest`. Note: `ubuntu-latest` moves to Ubuntu 26.04 between Oct 19 and Nov 19, 2026. After this PR, the repo stays on 24.04 until someone bumps the label. ## Are these changes tested? - `actionlint .github/workflows/*.yml`: same 120 pre-existing findings before and after. - `uvx zizmor --offline .github/workflows`: no findings. - This PR's own CI runs the PR-triggered workflows on the new labels. Release, publish, website, and nightly workflows are not exercised here. ## AI Disclosure Drafted with GitHub Copilot (Claude). Queue-time numbers come from the GitHub Actions API. Reviewers should check that no workflow logic depends on the `ubuntu-latest` string. Matrix job names and release wheel artifact names change to `ubuntu-24.04`; none are required status checks, and artifacts are matched with `wheels-*`. -- This is an automated message from the Apache Git Service.
