## Which issue does this PR close? <!-- We generally require a GitHub issue to be filed for all bug fixes and enhancements and this helps us generate change logs for our releases. You can link an issue to this PR using the GitHub syntax. For example `Closes #123` indicates that this PR will close issue #123. --> - Closes N/A. Related to #3442. ## What changes are included in this PR? <!-- Provide a summary of the modifications in this PR. List the main changes such as new features, bug fixes, refactoring, or any other updates. --> Moves the three jobs that need neither cargo nor Docker (ASF allowlist check, stale, nightly `set-version`) to `ubuntu-slim`, which has a much shorter org-wide queue than the standard runners (30 queued vs ~2,000 for `ubuntu-latest` on 2026-10-14). The allowlist check is a composite action using only pip, curl and python3, and already runs on `ubuntu-slim` in other ASF projects (kyuubi, ozone, iceberg-cpp). All other jobs need cargo or Docker, so they stay on full runners. Independent of #3456 (pins `ubuntu-latest` to `ubuntu-24.04`) and doesn't conflict with it; they can merge in either order. ## Are these changes tested? <!-- Specify what test covers (unit test, integration test, etc.). If tests are not included in your PR, please explain why (for example, are they covered by existing tests)? --> CI config only; the allowlist check runs on this PR. - `actionlint .github/workflows/*.yml`: passed with no new findings (same 30 pre-existing findings as `main`) - `uvx zizmor --offline .github/workflows`: passed, no findings ## AI Disclosure <!-- https://iceberg.apache.org/contribute/#guidelines-for-ai-assisted-contributions --> Prepared with GitHub Copilot. Reviewers should check that these jobs fit `ubuntu-slim`'s constraints: the 15-minute job timeout and 1 vCPU, and that the allowlist check's `pip install` works in the unprivileged container. -- This is an automated message from the Apache Git Service.
