V4 snapshots get an optional `encryption-key` struct that holds the root
manifest encryption key directly. It is mutually exclusive with `key-id`, and
writers must use `encryption-key` for snapshots committed at version 4 or
higher. `key-id` in v4 encryption keys becomes optional because it is only
needed when a key is referenced from the table metadata encryption-keys` list.
