Adds `none` to the allowed values of the `X-Iceberg-Access-Delegation` header. Today the header only lists delegation mechanisms the client supports, so a client that accesses storage with its own credentials has no way to say so, and a server that cannot satisfy the requested mechanisms has to guess whether the client can still work without them. With `none` a client states explicitly that it does not need delegated access from the server. This is the outcome of the dev list discussion "REST spec: expected server behavior when X-Iceberg-Access-Delegation cannot be satisfied": https://lists.apache.org/thread/6zspb6cpb6j2po5lm57mq1sgcp2hppkf The header description gains one sentence defining `none`; the rest is unchanged. `make lint` and `make generate` in `open-api` pass; the generated Python file does not change because header parameters are not part of it. This change was prepared with AI assistance; I have reviewed it end to end. -- This is an automated message from the Apache Git Service.
