URL: https://github.com/apache/iceberg-go/pull/2184

   ## Problem
The Java scan-planning integration tests skip when the fixture does not
advertise the planning endpoints. Under `make integration-rest-scan-planning`
(`RUN_INTEGRATION_TESTS=1`), a fixture that loses scan planning, for example
after a pin bump (#1880), makes both tests skip and the suite report `ok`,
silently dropping the Java wire-compatibility coverage.

   ## Fix
`requireJavaScanPlanningCapabilities` now fails instead of skipping. Its
callers have already opted in through `requireScanPlanningIntegration`, which
still skips when `RUN_INTEGRATION_TESTS` is unset, so plain `-tags=integration`
runs are unchanged.

   ## Verification
Run locally against the compose fixtures:
   - Scan-planning fixture (8182): both tests pass.
   - 1.10.1 fixture without planning endpoints (8181): both tests fail; before
this change they skipped and the suite passed.
   - Without `RUN_INTEGRATION_TESTS`: both still skip.

   Follow-up from #1178.
