### Apache Iceberg version None ### Query engine None ### Please describe the bug 🐞 ## Description `BigQueryMetastoreClientImpl` configures retries for `ConnectException` and `UnknownHostException`, but its [[exception handler](https://github.com/apache/iceberg/blob/0f3131f02fc2560bd122f3b323d13ea935892eb3/bigquery/src/main/java/org/apache/iceberg/gcp/bigquery/BigQueryMetastoreClientImpl.java#L114-L122)](https://github.com/apache/iceberg/blob/0f3131f02fc2560bd122f3b323d13ea935892eb3/bigquery/src/main/java/org/apache/iceberg/gcp/bigquery/BigQueryMetastoreClientImpl.java#L114-L122) aborts on `RuntimeException`. The [[exception handler interceptor](https://github.com/apache/iceberg/blob/0f3131f02fc2560bd122f3b323d13ea935892eb3/bigquery/src/main/java/org/apache/iceberg/gcp/bigquery/BigQueryMetastoreClientImpl.java#L93-L103)](https://github.com/apache/iceberg/blob/0f3131f02fc2560bd122f3b323d13ea935892eb3/bigquery/src/main/java/org/apache/iceberg/gcp/bigquery/BigQueryMetastoreClientImpl.java#L93-L103) does not inspect wrapped causes. Meanwhile, [`[internalCreate(Table)](https://github.com/apache/iceberg/blob/0f3131f02fc2560bd122f3b323d13ea935892eb3/bigquery/src/main/java/org/apache/iceberg/gcp/bigquery/BigQueryMetastoreClientImpl.java#L349-L365)`](https://github.com/apache/iceberg/blob/0f3131f02fc2560bd122f3b323d13ea935892eb3/bigquery/src/main/java/org/apache/iceberg/gcp/bigquery/BigQueryMetastoreClientImpl.java#L349-L365) catches `IOException` from the BigQuery table insert and wraps it in `RuntimeIOException`. As a result, a transient connection or DNS failure during table creation fails immediately instead of following the configured retry policy. ### Expected Behavior Wrapped `ConnectException` and `UnknownHostException` causes should follow the configured retry policy, while unrelated runtime exceptions remain non-retryable.
