Closes #2102. Builds on #2094; review the second commit. `PlanFiles` now enforces the catalog's `scan-planning-mode` directive: - `server`: plans remotely; explicit `local` errors. - `client`: plans locally; explicit `remote` errors. - Errors happen only at planning time, so loading and metadata-only use still work (per #2102). - The REST catalog falls back to its own `scan-planning-mode` property when the server sends none, and logs a warning on a mismatch, as Java does. This changes #2094's `catalog_property_only` test expectation. - Incremental and transaction scans are unchanged. Tests cover each directive and option combination, the catalog fallback, and loading a `server` table without the plan endpoint. `go vet` and `go test -race ./...` pass. -- This is an automated message from the Apache Git Service.
