When several writer subtasks create the same branch concurrently,
`TableUpdater#findOrCreateBranch` only treated `CommitFailedException` as
"branch already created".
`createBranch(...).commit()` can also fail with `IllegalArgumentException`
("Ref ... already exists") when its metadata refresh already sees the other
writer's branch, before any commit is attempted.
Test plan: `testBranchConcurrentlyCreatedByAnotherWriter` caches the branch
as missing, creates it through another table instance, then calls `update`. It
fails without the fix and passes with it.
