@pvary, the expressions spec was adopted. Here's the [vote
thread](https://lists.apache.org/thread/6wfmjhgthlykwbk3f7df4zgcm40xtm2o).
@stevenzwu, for v3 it's up to writers. Because we use maps that are copied
without modification, a writer that adds stats-only fields is sufficient. We
would also not need to update Appendix E because this is a forward-compatible
change that is not gated by a format version. Appendix E is where we detail the
breaking changes that readers and writers need to know about.
