A function reference in the expressions spec names a function but cannot name a version of its definition. A UDF definition can get a new version without any change to an expression that calls it. This matters for v4 check constraints (#17822): a check expression that calls a UDF cannot say which definition version it was validated against, and `deterministic` belongs to each definition version, so a later version can set it to false after the constraint exists. This adds optional `definition-id` and `version-id` fields to the object form of a function reference. When present, the named version must be used; otherwise the definition's current version is used.
