Spec changes are adopted by community vote and are independent of the Java
releases, so listing them in the Java release notes is misleading.

Each spec now starts with a version table that shows the status, adoption
date and adoption vote of every version. Specs with changes after adoption end
with a chapter that lists each voted change with its vote, pull request and
vote close date. The REST Catalog spec page gets the same treatment. The
Releases menu links to the version table of each spec, and spec entries are
removed from the Java release notes.

   - Model: Claude Opus 5.5
   - Platform/Tool: GitHub Copilot CLI
   - Human Oversight: Reviewed all the text, tested on the preview page, and
checked some of the links
   - Prompt Summary: Reorganize the docs based on the [DISCUSS] Spec changes in
release notes thread. The agent recovered spec adoption dates and vote threads
from the dev@ archives, added a version table and a "Changes since adoption"
chapter to each spec (including the REST Catalog spec), linked them from the
Releases menu, and removed spec entries from the Java release notes. Structure
and naming were directed by the author over several iterations.
