We did not use move here. The relevant commit 7bf39b7e0603888f13822d5170f9bdac6d38e591 only contains ADDs, no DELETEs. A proper move is a add + delete. We should have deleted Flink 2.1 in the same commit as adding Flink 2.3, then re-added Flink 2.1. We can still fix this though.
