Markdown-only pull requests can trigger build and test workflows because their path exclusions name only README.md and CONTRIBUTING.md. Generalize the existing exclusions to `**/*.md` in Java, Spark, Flink, Hive, Kafka Connect, and Delta Conversion CI, and consolidate the CVE scan's named Markdown exclusions for pull requests and pushes. Documentation builds and PR policy checks continue to run. Test plan: `actionlint -shellcheck=''` passed for all seven edited workflows, as did `./gradlew spotlessApply` and `git diff --check`.
