   ### Is your feature request related to a problem or challenge?
   
   Releases have failed at the official release crate publish step due to lack 
of testing the publishing ahead of that step.
   
   Additionally, it is not possible to try a release candidate simply by 
specifying the RC version in the crate manifest's dependency list - instead, 
you must download, unarchive, and point it to a path locally.
   
   Python bindings for iceberg-rust already publish release candidate versions 
to PyPI, this issue proposes doing the same for the crates.
   
   ### Describe the solution you'd like
   
   We should publish crates as part of the release candidate process. The crate 
should be published as `X.Y.Z-rc.N`, for example `0.11.0-rc.0`.
   
   This is safe because non-primary release versions aren't considered for 
dependency resolution unless that release version is already opted into.
   
   ### Willingness to contribute
   
   I can contribute to this feature independently
