I am attaching the below Proposal Document for this Issue. It aims to split `io/gocloud` into `blobfs` plus per-cloud `s3`, `gcs`, `azure` packages; `io/gocloud` stays as a back-compatible aggregator. Feedback on the approach are welcomed.
