I kept `Metadata` for now because this PR is still only the public seam and the exact minimal planner input will become clearer in the scanner-delegation/client implementation phase. I added a doc note on `ScanPlanningRequest.Metadata` calling out that it likely over-specifies the contract and should be narrowed to the fields the planner actually consumes: snapshot/schema/spec metadata plus metadata location.
