@RussellSpitzer Thanks for clarifying! Just to confirm the process for the
spec change, should I:
1. Wait for consensus on the mailing list discussion first
2. Then create a separate PR to update `format/spec.md` with the DECIMAL
type promotion rules
3. Get that spec PR approved/merged
4. Finally update this implementation PR
Is this the correct sequence?
