@nastra No particular reason, the `IncrementalFileCleanup` was really just a refactoring of the existing cleanup code to fit the FileCleanupStrategy interface I added when adding the ReachableFileCleanup implementation; it's just a copy of what was there before so I think it's always had this limitation but I think this would be a great improvement!
