This PR adds support for running Flink table maintenance in batch mode on the existing TableMaintenance. Changes involved: 1. RewriteDataFiles supports batch mode 2. ExpireSnapshots supports batch mode 3. RewriteDataFiles supports filtering Generally, these should be split into multiple PRs, but since some points are not very clear yet, I am providing a WIP to gather feedback from everyone.
