Oh. I see. So currently the `ExpireSnapshots` api doesn't do anything when there is some expired metadata, but there are no snapshots to delete. Even if the `cleanExpiredMetadata(true)`. If I understand your suggestion, we should clean the expired metadata in this case. We might want to wait a bit for others to chime in, but overall it sounds reasonable to me.
