Yes, I agree that if we "Collect by partition, Order, then Filter with Max Rows," that should indeed address the issue. Ordering (perhaps by something like file creation/arrival time, if possible) before applying the `maxFilesToRewrite` limit would prevent older files from being consistently skipped over by newer ones.
