   Sorry, I didn't see your last message before sending mine!
   
   Yes, I agree that if we "Collect by partition, Order, then Filter with Max 
Rows," that should indeed address the issue. Ordering (perhaps by something 
like file creation/arrival time, if possible) before applying the 
`maxFilesToRewrite` limit would prevent older files from being consistently 
skipped over by newer ones.
   
   And just to quickly reiterate from my longer comment – I still think 
including the count of files left behind in the output would be a valuable 
addition to give users better visibility and help them tune their compaction 
strategies.
