Another solution - add this to hms config
```

<name>hive.support.concurrency</name>
<value>true</value>
</property>

<name>hive.txn.manager</name>
<value>org.apache.hadoop.hive.ql.lockmgr.DbTxnManager</value>
</property>

<name>hive.compactor.initiator.on</name>

```
This strange behavior is related to locks (Although I think the behavior is
not strange, it should work this way, I just don't understand it)
