Review Comment:
   Tried to make this as consistent with its [Java 
counter-part](https://github.com/apache/iceberg/blob/main/core/src/main/java/org/apache/iceberg/LocationProviders.java)
 so file locations are consistent too. This means hashing on both the partition 
key and the data file name below, and using the same hash function that does 
indeed produce the same entropies.
   
   Seemed reasonable to port over the existing location providers in this 
provider too which includes this object storage stuff, given that the original 
issue https://github.com/apache/iceberg-python/issues/861 mentions this 
explicitly too.
