### Apache Iceberg version None ### Query engine None ### Please describe the bug 🐞 Currently LICENSE and NOTICE info is generated for runtime jars using the plugin https://github.com/jk1/Gradle-License-Report. The report is manually parsed. But when dependabot updates the dependencies, we are not regenerating the LICENSE and NOTICE.
