Review Comment:
I don't think we should return a body for the delete call. There's nothing
the client can actually do and the server should clean up. It's actually a
little confusing because this results in a plan status that could be a state
that doesn't make sense.
We should just return 202 and the assumption should be that the server
handling the completion.
