[PR] Feat: Run unit tests in CI on pull request [iceberg-python]

   Based on this issue: https://github.com/apache/iceberg-python/issues/1051.
   On a pull request on the main branch, the CI installs the latest version of 
python `3.8` and installs all the required dependencies using the `make 
install` command. Then using `make test` the tests are ran.
   
   As specified, it should fail when the test for 
[test_table_scan_default_to_large_types](https://github.com/apache/iceberg-python/blob/f05b1aedee8451d981188adf68be5e8b360a9ca1/tests/integration/test_reads.py#L755-L757)
 runs
