Review Comment:
   yeah this behavior is specific to the underlying catalog (`InMemoryCatalog`) 
and I wanted to explicitly show its current behavior, which would then change 
once the empty namespace handling is fixed, but I see your point in that we 
don't want to show behavior that would imply that this is the correct behavior.
