We have increased the retried times to the same value as `max-concurrent-file-group-rewrites`. The problem is those retrying threads conflict with each other. Even if one thread wins in one-round conflicts, others are still conflicts. Free ones will be filled shortly due to exponential retry. All threads are in retrying, and most of them fail in the end.
