   Currently, timestamp with local time zone datatype uses the UTC timezone for 
constructing primitive Java objects. This can lead to incorrect results when 
the primitive Java objects is used as shown in 
[HIVE-27513](https://issues.apache.org/jira/browse/HIVE-27513).
   
   We need to use timezone of the object inspector while constructing primitive 
Java objects for timestamp with local time zone.
   
   A corresponding fix for Hive is present here - 
https://github.com/apache/hive/pull/4498.
