This PR fixes a retry issue in `QuotaObserverChore` when enabling a table fails after the table transitions out of a space quota violation with the `DISABLE` policy. Previously, the in-memory quota snapshot could be updated before the table enable operation succeeded. If enabling the table failed, the snapshot could already reflect the target state, preventing a subsequent chore execution from retrying the enable operation. The fix updates the in-memory snapshot only after the table operation succeeds, allowing a later chore execution to retry if enabling the table fails. A regression test is added to verify that the snapshot remains unchanged after an injected enable failure and that a subsequent attempt succeeds.
