yep! the only way to end up in this path is when we're using HBCK2.
it looks like the only other place where we call `createAssignProcedure`
with `override=true` and `force=true` is when we truncate a region
(`TruncateRegionProcedure.createAssignProcedure`), but that's not a code path
that's relevant for a split parent.
