   `HRegionServer#abort` arms a timer that halts the JVM after 
`hbase.regionserver.abort.timeout`, to cap an abort that hangs. The timer was 
never cancelled, so it also fired after an abort that completed normally, 
halting any JVM that outlives the region server, such as one hosting a mini 
cluster.
   
   ### Changes
   - Cancel the abort timer at the end of `HRegionServer#run`, and do not arm 
it after that point, since `abort()` can schedule it after `run()` has already 
finished when an abort races a requested stop. An abort that really hangs never 
reaches the end of `run()`, so the timer still fires then.
   - New `TestRegionServerAbortTimerCancelled` verifies the timer does not halt 
the JVM after a completed abort.
   - `TestRegionServerAbortTimeout` now aborts a region server that hosts a 
region of its table and uses an abort timeout shorter than the region close 
delay, so the timer fires while the abort is still in progress.
